Working in Anthem

Anthem sits about 30 miles north of central Phoenix along I-17, up on higher ground than the rest of the valley. That elevation matters more than people expect. Summer nights run several degrees cooler than Surprise or Glendale, winter mornings get colder, and wind coming down off the Daisy Mountain foothills is stronger than what we deal with in the flat West Valley. All three of those things change what we build. Shade structures need heavier anchoring, fire features get used far more months of the year, and plant selection can lean slightly less heat tolerant than it would 30 miles south.

Anthem is also not a city. It is an unincorporated community inside Maricopa County, which means the permit path is different from Surprise or Peoria, and the HOA review is stricter than almost anywhere else we work.

Neighborhoods we build in

  • Anthem Parkside: the larger side of the community, mostly production homes on standard lots with small to mid size backyards. Most of what we do here is turf, pavers, shade, and compact outdoor kitchens that fit tight side yards.

The HOA and design review, in detail

This is the part that catches most homeowners in Anthem off guard, so it is worth spelling out.

Anthem is governed by the Anthem Community Council, with a separate community association on each side, Parkside and Country Club. Exterior improvements are not a courtesy notification. Almost anything that changes the look of your yard from outside your walls needs written approval from the design review committee before work starts.

What typically requires submitted plans:

  • Pergolas, ramadas, gazebos, and any freestanding or attached shade structure
  • Outdoor fireplaces and anything with a chimney or vertical mass
  • Anything taller than the property wall or visible above it
  • Paint colors and finishes on structures, walls, and veneer
  • Artificial turf, including product, pile height, and infill in some areas
  • Landscape lighting that projects beyond the property line
  • Changes to front yard landscaping, which is reviewed more tightly than the back
  • Grading changes, retaining walls, and anything that alters how water leaves the lot

What review usually involves: a site plan showing setbacks and dimensions, elevation drawings for anything vertical, material and color samples or spec sheets, and sometimes a photo simulation for structures visible from a common area or the golf course. Review cycles are commonly two to six weeks depending on the meeting calendar, and a resubmittal after a correction resets part of that clock. Country Club submittals tend to draw more scrutiny than Parkside, and lots backing the golf course or open space get the most.

Common rejection reasons we design around from the start: structure height above the wall line, a color outside the approved palette, roof material or profile that does not read as consistent with the home, and a shade structure placed too close to a rear or side setback.

We handle the submittal package as part of the job. You should assume design review, not construction, is the long pole in an Anthem project, and we plan the schedule backward from that.

Permits in unincorporated Maricopa County

Because Anthem is unincorporated, building permits go through Maricopa County Planning and Development Services rather than a city building department. Practically, that means:

  • Permit review is a county process with its own submittal portal and inspection scheduling, and it can run on a different timeline than a City of Surprise or City of Peoria permit
  • Structures with footings, most attached patio covers, gas lines, and electrical for outdoor kitchens or lighting are permitted and inspected
  • Pools are permitted and require barrier inspection
  • Some smaller freestanding shade structures fall under a size threshold, but the HOA still reviews them even when the county does not require a permit

The order matters. HOA approval first, county permit second, then construction. Starting county submittal before design review approval usually means paying to redraw plans.

Soil, grade, and drainage

Anthem soil is not the same as the flat valley floor. Expect decomposed granite over caliche, with rock closer to the surface on the foothill lots. Two things follow from that.

First, excavation is slower and costs more. Footings for a fireplace or a heavy ramada, and trenching for gas, irrigation, or electrical, frequently hit caliche that has to be broken out. We price that honestly up front rather than discovering it and issuing a change order.

Second, water moves fast here. Sloped lots and hard subsoil mean monsoon runoff does not soak in, it sheets. Retaining walls, French drains, dry creek routing, and correct paver base compaction are not upsells in Anthem, they are the reason the patio is still level in five years. We grade so water leaves the lot the way the original drainage plan intended, which is also something design review looks at.

What Anthem homeowners ask us for most

Cooler evenings mean people actually sit outside from October through April, so a fireplace or a covered seating area gets used.
