Maricopa County, not a city hall, handles Anthem permits

Because Anthem is unincorporated, building permits come from the Maricopa County Planning and Development Department, which regulates residential development in unincorporated areas and takes applications online. The county's patio cover and carport standards state that a building permit is required to build, alter or repair a patio cover, and that your zoning classification sets the required setbacks and the maximum lot coverage. That standards sheet dates from 2014, so confirm the current submittal list with the county before you file.

Parkside and Country Club each review their own side

Anthem has two homeowner associations. The Anthem Parkside Community Association has an Architectural Review Committee that reviews exterior changes such as additions, landscaping and paint colors, and every application must be approved before work starts. The Anthem Country Club Community Association enforces its own design guidelines and lists a Residential Design Coordinator for architectural questions. The Anthem Community Council sits above both but is a 501(c)(4) civic league, not an HOA. One exception: in Parkside's Paseo neighborhood, homeowner landscaping is overseen by the Council.

Building near Daisy Mountain and Gavilan Peak

Anthem covers about 5,856 acres at the foot of Daisy Mountain and Gavilan Peak, with elevations ranging from roughly 1,760 to 2,428 feet. Lots closer to the mountains can carry real slope, and on those yards grading, retaining walls and drainage come before any decorative work. Whatever the slope, water leaving the lot should follow the drainage path the builder set, and any change to it belongs in the plans you send to your association.
